General Terms and Regulations
For New Participants under the Malaysia My Second Home (MM2H) Program
Statutory Age Requirements
Applicants for the Silver, Gold, and Platinum categories must be at least 25 years of age.
Applicants for the SEZ/SFZ category must be at least 21 years of age.Authorized Submission Channels
Applications must be submitted exclusively through licensed MM2H tour operating businesses, duly accredited by the Ministry of Tourism, Arts & Culture under the Tourism Industry Act 1992 [Act 482].
Governing Authorities & Jurisdiction
All applications, whether from new participants or existing Principals, are processed through the One Stop Centre (OSC MM2H).
Immigration-related matters, including final approvals, fall under the jurisdiction of the Ministry of Home Affairs via the Immigration Department of Malaysia.
Any appeals are likewise subject to the authority of the Ministry of Home Affairs.
Nationality & Global Eligibility
The MM2H Program is open to all eligible foreign nationals from sovereign states that maintain diplomatic relations with Malaysia. Upon approval, the applicant is formally recognized as the Principal.
MM2H Tiers Comparisons
PLATINUM CATEGORY
Capital & Asset Acquisition
Mandatory Fixed Deposit: $1,000,000 USD placed within a regulated Malaysian financial institution.
Capital Liquidity: A maximum withdrawal of 50% of the principal is permitted post-approval, strictly allocated for local property acquisition, healthcare, education, or approved domestic tourism.
Real Estate Acquisition: Compulsory acquisition of Malaysian residential property valued at RM 2,000,000 or above.
Asset Retention: The acquired property cannot be liquidated for a period of 10 years. Upgrading to a higher-value asset during this period is permitted. Non-compliance results in immediate visa revocation.
Privileges & Eligibility
Commercial & Employment Rights: Platinum participants are exclusively authorized to invest, conduct business, and pursue employment within Malaysia.
Physical Presence: Minimum cumulative presence of 90 days per annum. For principals aged 25–49, this requirement may be fulfilled collectively by the principal and/or registered dependants.
Eligible Dependants: Legal spouse, parents/parents-in-law, and children under 21. (Unmarried and unemployed children aged 21–34, and medically certified disabled children of any age are also eligible).
Domestic Staff: Exclusive authorization to employ one foreign domestic worker.
Framework & Logistics
Visa Validity: 20-Year Multiple Entry Visa (MEV) for the principal and all registered dependants.
Statutory Participation Fee: RM 200,000 (one-off for the principal). Dependants are exempt.
Medical Onboarding: Access to long-term private healthcare, subject to a mandatory medical screening at a MOTAC-appointed panel clinic upon initial approval.
Renewal & Legacy Transfer: Renewable in 5-year increments post-maturity (RM 5,000 renewal fee). In the event of the principal’s passing, the residency pass is legally transferable to a registered next-of-kin dependant.
GOLD CATEGORY
Capital & Asset Acquisition
Mandatory Fixed Deposit: $500,000 USD placed within a regulated Malaysian financial institution.
Capital Liquidity: A maximum withdrawal of 50% of the principal is permitted post-approval, strictly allocated for local property acquisition, healthcare, education, or approved domestic tourism.
Real Estate Acquisition: Compulsory acquisition of Malaysian residential property valued at RM 1,000,000 or above.
Asset Retention: The acquired property cannot be liquidated for a period of 10 years. Upgrading to a higher-value asset during this period is permitted. Non-compliance results in immediate visa revocation.

SILVER CATEGORY
Capital & Asset Acquisition
Mandatory Fixed Deposit: $150,000 USD placed within a regulated Malaysian financial institution.
Capital Liquidity: A maximum withdrawal of 50% of the principal is permitted post-approval, strictly allocated for local property acquisition, healthcare, education, or approved domestic tourism.
Real Estate Acquisition: Compulsory acquisition of Malaysian residential property valued at RM 600,000 or above.
Asset Retention: The acquired property cannot be liquidated for a period of 10 years. Upgrading to a higher-value asset during this period is permitted. Non-compliance results in immediate visa revocation.

SPECIAL ECONOMIC ZONE / SPECIAL FINANCIAL ZONE

- 32,000 USD (for principals aged 50 and above).
Capital Liquidity: A maximum withdrawal of 50% of the principal is permitted post-approval, strictly allocated for local property acquisition, healthcare, education, or approved domestic tourism.
Real Estate Acquisition: Compulsory acquisition of residential property. Note: Minimum floor price is dictated by the specific Johor State Property Acquisition Policy.
Asset Retention: The acquired property cannot be liquidated for a period of 10 years. Upgrading to a higher-value asset during this period is permitted. Non-compliance results in immediate visa revocation.
